v28(unstable) - Self-testing fixes.

No playtesters were available over last weekend, I did some playtesting myself and found quite a few issues with the changes I have made since v027. The build wasn't stable enough in time for it to be released then, so it is being released now.

Of course, there will probably be more issues than I've listed here, please do let me know if you find one. Do note: I cannot fix issues if I do not know how to make them happen.

Changes:

- Fixed UI for building inventory not having an unlimited amount of scrolling space.

- Enemy AI:

Over the last couple updates, enemy waves have been significantly changed. The enemies themselves have to manage their own resources, and production throughputs for each of the units that they make.  The AI previously would just continue producing units, even if the units were ineffective to the player's defenses. Now, the AI will catch on that the units it produces are not dealing any damage to the player's antenna, and will begin to adjust it's production accordingly.

- Crafting menu auto clicker exploit fix:

As playtesters were using an auto-clicker to craft items in the Manual workbench, now you need to hold the crafting button down in order to craft. 

- Building placement auto clicker exploit fix:

Made it so that the resources spent on buildings are immediately subtracted from the player's inventory. 

- Fixed a bug where recently discovered enemies did not appear in the threat database when you went to view them.

Known Issues:

- Sometimes when loading into a new or recently started save file, all the walls disappear and you can see the skybox. This bug is currently under investigation. I'm not experiencing the issue in the editor, only in builds, It's likely an issue with the occlusion culling system's initialization.  This bug can be resolved by saving in the slot that has the issue, and then restarting the game.

- Potential Repair conduit inconsistency:

There may or may not be an issue with the Repair Conduit not repairing buildings, even if it has power and materials. This issue only occurred once and I haven't been able to make it reoccur yet. If anybody encounters this issue please do let me know.

- "Resource ID out of range in SetResource" error: This error may still be occurring, as I have not found a method to reproduce the error, if anybody encounters this please fill me in on how you managed to do so. Progress on this bugfix will be incredibly slow until i can find it's cause.

There's still some assessment I've got to get through before the school holidays, I won't guarantee that there will be another build by saturday/sunday.
